So when you buy the Language Lore skill, do you have to specify a language that you've studied? Or is it 5 ranks = 1 language, 10 ranks = 2 languages, etc etc?

Most people of Sidereus do not know any of these languages. Being able to speak any of the various languages is considered a rare boon, and it is very uncommon.

Although fluency in a racial language is uncommon, would it be appropriate for members of a given race to know a couple of basic phrases without having skill in language lore? For example, maybe elves could say "hyvää päivää" to each other as a customary greeting, even if that is the only elven they know.
On a related note, is Finnish also considered the language of the Iron Elves, or does that subrace have nothing/something different?

The ability to use the language *at all* requires at least one level of Language Lore. In order to speak the language in a usable fashion you must have 5 ranks of Language Lore, and in order to claim fluency you must have 10 ranks. Using the language on any level is prohibited without taking the Language Lore skill. Additionally, the Language Lore skill may not be taken without passing the appropriate fluency test.
Iron Elves speak the primary Elven tongue, so yes Finnish is their language.
